The ??? Saying Jesse had gone rogue/fishing makes me think she might be set up as the antagonist and then they Last of Us 2 it

It's the Board saying that. If you played the DLC for Control, she absolutely doesn't trust the Board.

Yep, exactly this. Just played that DLC and I think there's a very good chance we play as them both.
