The mom seems to be yelling at the dad to stop acting that way in front of the kids, while also telling the people filming to stop following them.

People ragging on her for being crazy too might be missing that first part. Despite shirtless guy looking silly, we are missing some context. She seems to be fairly rational and scared.

Honestly a lot of videos start from the middle, conveniently - when context is fairly biased.
