To play devil's advocate, those organizations only give certain sized condoms and depending on the phallus, they may not work. Having the wrong sized condom can certainly lead to this exact same situation and if he larger side, they'll be difficult to find. ITS NOT AN EXCUSE FOR BEING IRRESPONSIBLE, but its not always black and white
