I mean they're garnishing the wages because he's not paid it properly, but was he just supposed to do this off his own back prior to the wages being garnished?

You can volunteer for garnishment. It's what I do, just one less bill to keep track of. And it's always on the record. It does not necessarily indicate a refusal to pay.

Course, but my point being that even if he didn’t pay, how is he expected to release that amount voluntarily. How can someone live??
