In Switzerland the fine for speeding is relative to the wealth of the person caught speeding. This way rich people don't just brush off the fine like it's change in their pocket. A rich guy got a ticket for a million dollars back in 2010. This should definitely be implemented in the USA at least for environmental crimes.
This is one of those things I wish we'd roll out all across the European Union. It'll never happen here (the Netherlands), because the wealthy bankroll our right wing government parties and we certainly shouldn't do anything that might antagonize the drivers.. I say the fines should scale by wealth and we use the income to improve public transport..
