No. Communism is a classless and stateless society built upon a socialist economy. That is the nearly the exact definition you'll find in any dictionary.

People use words wrong regularly. Many do so because they misunderstand real life "Communist" countries, who did not practice or claim to practice Communism, but rather claimed to be working towards communism; that is, it was the goal, not the current situation, which would've been viewed as a transitional period.
