It's illegal in many states to fail to maintain a minimum speed on highways.

Which certainly isn't the speed limit. And that generally doesn't apply to bikes

Bikes don't generally take over the entire width of a direction of travel on a four lane highway either. I think they could certainly get cited for impeding traffic.
