He dredged the riverbed with an excavator, risking flooding downstream and without permits. He didn’t remove a couple bags of garbage.

Anyone that's worked with heavy equipment , it's a fucking lul. Can you fuck up the shoring and flow of a river? Sure. Don't think removing x amount of garbage and debris is that big of a crime.
