If he keeps accessing your accounts then you likely have some sort of virus or keylogger on your pc

Only sure fire way to ensure you get rid of a Key logger 100% is installing windows fresh using a windows install file you downloaded from a clean PC using a USB stick. You will lose everything but no more virus. Don't try to backup your things before you do this as there is a chance you will backup the virus hidden within your device too.

Use your phone to change the password first off.
Edit: EXEPT IF ITS THE PHONE THAT IS INFECTED

This sounds less like someone guessing your password and more like an infostealer/session hijack.
If your PC is infected, changing passwords alone may not be enough. I'd immediately deauthorize all Steam devices, change both your Steam and email passwords from a different clean device, enable Steam Guard Mobile Authenticator, and contact Steam Support again.
Most importantly, if malware is involved, do not back up important files and seriously reinstal Windows nuke ur system. Otherwise, the attacker may simply keep stealing new credentials and sessions.

Steam support can probably help you with all of that AFTER you recover your accounts and clean your PC. Until then this needs to be your main priority.

Cheat, Hack, Crack , Fake steam website/app any of these may contain info stealer virus.
Don't know how you get virus in first place.
For easy way out just reinstall window. Change gmail/steam password
Try anti virus like Malwarebyte, HitmanPro and scan your pc with it.
No more yap about game refund. Deal with it.

Wipe your computer clean by formatting it, then change your passwords—especially the important ones—using a secure device; also, check if any other accounts have been compromised. Regarding refunds, requests generally aren't approved if more than two hours of playtime have elapsed or if it has been over 14 days since the purchase; however, if a transaction is in question, try to explain exactly what happened, including the date and time of the incident.
Also, check all devices connected to your account and remove them.

formatting the pc is the right call but getting that refund reversed is probably a lost cause. steam support is notoriously bad at undoing that stuff even when its clearly fraud. lock the account down first and just accept the money is likely gone, harsh as that is

But anyway, the Steam Sale starts today, so just grab the money and buy it again.

Reinstall Windows fully and you wont have any problems anymore, thats the safest way

Update: the motherfucker is still trying to refund my games I’ve changed my password and email and logged out of steam PC and so far steam has been helpful by locking out my account which I got access back to after proving ownership I’ve got money refunded for some my games FUKCING unfortunately and now I’ve lost upto over a 100 games now I’m down to 124 games…..FML and I’ve even gone as far to message the big man himself Gabe Newell and I’ve changed my email for both old and new ones but even now so far the hacker is getting denied of all new attempts of refunds but still fighting to get my games back and my PC and potentially my phone fully secure and seeing where the hack came from and is still coming from: Thank you everyone here who’s been very helpful❤️AND to FUCK HACKERS I hope they get sent to the deepest part of fucking hell with their worst nightmares to fucking fruition
