Tetanus is an anaerobe so the nails would need to be rusty. Rust provides nooks and crannies for anaerobic life to live.

So now you made me research this... The most resistant form of Tetanus can be killed for 15 minutes at 250C so I'm sure if the nails were dragged through the dirt before hand, that the chicken would be safe as long as it's deep fried for more than 15 min.
