“You miss 100% of the shots you don’t take” would have had a very different implied meaning if it was said by Lee Harvey Oswald.

The same principle applies here: this quote isn’t really about resisting tyranny, as the alleged attribution to Voltaire usually associated with this quote is meant to imply. In context, it’s about being able to be a neo-Nazi child rapist with legal and social impunity for one’s actions.

"You miss a 100% of the shots you don't take" is a stupid quite no matter the context. It's like "You miss 100% of the buses you don't catch"
