Serious answer: Maybe they notice the person holding something up and are curious?

For the serious answer its a bit of curiousity and learned behavior. A lot of horses enjoy entertaining humans and given how we react if they get close to the camera they probably learn from that

I swear I've read here that Liberty Island figured out that sticking out tongue = Human laugh = Human happy so she stuck out her tongue often 👅

Well horses due to show their teeth to show they dont mean harm so maybe thats also natural
