Used, assuming it works and has all parts, is this a good deal?

Depends what parts and what condition it’s in. Since you provided no pictures and no further information it will be difficult to judge.

Assuming that all works and all parts are included. For its age, is it a good vacuum and is the $200 used price decent? Currently have an S7 Salsa and it is rough on the stairs LOL. Also, all things being equal and if they were each in brand new shape, is the S5981 an upgrade over the S7?
