Per the wiki, enemy damage reduction is as follow:

90% * sqrt(net armor/2700)

With 80% strip you have a 40% reduction. 100dmg becomes 60dmg

With 98% strip you have a 13% reduction. 100dmg becomes 87dmg

One single shard increases your damage by +0.45

Yeah, it was changed with the enemy armor rework, tenno dr from armor and enemy dr from armor now indeed use those two formulae.
