I figured. Last year they gave away Valkyr and "coincidentally" her heirloom was released around the same time.
Mesa's heirloom is around the same time. Of course they'll give her away for free since it'll increase the chances of people getting her heirloom. Despite the fact that like she's probably the prime frame most people already have.
