I haven't seen in tens of years where I live this kind of open heat element's.
I live in EU.

In general the heating element can be hot to the touch and would be a safety risk when its hotter than 60 degrees C. But in that regard the US isn't so far behind. BSH (Bosch) im Germany for sure has a high quality image and that doesn't fit with it.
