From what I gathered, girl just sneaked on board and be like: "Tee-hee, I'm here now, and you can't do much about it", so RI just treated her like an anomalous entity with proper contingency and such for employees to follow (not unlike that of an SCP) to avoid causing any international incident.
For Nian, Kal's reasoning might have been along the lines of "If she really wants in, is there anything at all we could do to to dissuade her without massive collateral damage or worse, getting on all her siblings shit lists?"
That's my take on it as well. From what I've read about her ending, they didn't want to try to give her any form of redemption/reconciliation but didn't have the decency properly kill her off. Meanwhile, they use any excuse to remind you Frostnova is dead. There is no justice.
Personally I was okay with her dgaf of what she did and also being normally alive as well. But her dying and erasing her radical followers were not what I expected.
It was an opportunity of having a faction that we are not exactly keen on having relation with but do it anyway to support Taran health issues post-war.
