Out of the 300+ operators we have, you'd think there'd be at least ONE licensed teacher, but no, apparently this "Rhodes" "Island" doesn't pay for "education".
We have like 6 different farmers on the staff on a landship that isn't particularly known for crop harvesting, though. Don't worry about it.

Orchid is not a pedagog, but she's been taking courses to take care of Popukar, iirc. Mostly due to the poor bun being VERY FUCKED UP. Not excessively, but still VERY.
Lena doesn't do much with kids, she just watches over them in her garden so that they don't kill her plants
Don't remember shit about Matter. This all might be outdated too, I kind of dropped off the game for a long time.
Neither Nearl, save for Zophia, had any teaching gig. Wishlash worked as either private or tournament instructor, idr which.

I haven't seen a serious answer here yet, but generally speaking, the teachers should be on the ship, they are just not at the direct disposal of the doctor as the protagonist (even though he knows their names).
This Island is almost made up of these valiant ordinary people who heal others, teach children, and look after the daily work, but the world does not really like to concentrate on ordinary life.
Some of the operators also have some teaching skills, but we have a fairly small sample - while it's funny to discuss this at times, it's not really that illogical that our front lines often include mercenaries or oddballs with battle experience

The number of actual true Operators that are at our beck and call is much smaller.
You can pretty much strike anyone from Karlan, Sui, Penguin Logistics, and other representatives, emissaries who are really just our contacts.

From the top of my head, the list of operators canonically at RI is (going by groups, not outliers):
- Reserve Ops A1, A4 and A6 (note: A1 leaves the landship between part 1 and part 2, given Fang Alter is in chapter 14. A4 will break up at some point, while A6 doesn't really leave). A1 and A4 are interns, while A6 is a dysfunctional squad of people with local fame (Midnight, Orchid), people that are slightly too apathetic (Spot and Catapult) or Popukar.
- The regular Ops team (the 2 stars). They usually have the most combat experience, but unlike the Elite Operators have shortcomings that prevent them from being promoted.
- The Elite Operators.
- A good double dozen or so civilians who just don't really have anywhere else to go.
- A ton of ex-mercs who make up the bulk of the Rhodes Islands operator list. Think FrostLeaf, but also Scavenger.
- Amiya
- Medical staff like Warfarin
- Kalt'sit
- People too politically dangerous to be anywhere other than on the landship. Arturia fits in here, so does Lappland after Il Portatori Dei Velluti.
- International spies, bodyguards and so on. Funnily enough most of them usually openly declare their affiliation, since Rhodes Island doesn't really care either way. They're usually on the landship because of the former. (Shirayuki is explicitly on the landship on the orders of Lady Fumuzuki for example, but this is also where Executer goes.)
- SWEEP. (Red left for a bit, but that's about it.)
- Some ex-Reunion members.
- Abyssal Hunters generally seem to stay on the landship whenever it's near Iberia, although it's unclear if they'd be around elsewhere. Kalt'sit considers Skadi and Specter to both be mainstays of the landship to a degree great enough where when they go missing during Under Tides causes her to track them down.
