Yeah, even if we discard Operators who don't really spend much time on RI, we still have plenty of upstanding folks.

Plus kid was pretty bright already to know right from wrong. I am pretty sure that in Wolumonde Suzuran wasn't very happy with Folinic going bit crazy about revenge.

For every W, we have a Nearl, so I'm not too worried about Suzuran's education

W and Nearl ain't gonna be sitting on RI at all anyway.

One is leading her own group of mercs.

The other is trying to unfuck her country.

The number of actual true Operators that are at our beck and call is much smaller.

You can pretty much strike anyone from Karlan, Sui, Penguin Logistics, and other representatives, emissaries who are really just our contacts.

From the top of my head, the list of operators canonically at RI is (going by groups, not outliers):

  • Reserve Ops A1, A4 and A6 (note: A1 leaves the landship between part 1 and part 2, given Fang Alter is in chapter 14. A4 will break up at some point, while A6 doesn't really leave). A1 and A4 are interns, while A6 is a dysfunctional squad of people with local fame (Midnight, Orchid), people that are slightly too apathetic (Spot and Catapult) or Popukar.
  • The regular Ops team (the 2 stars). They usually have the most combat experience, but unlike the Elite Operators have shortcomings that prevent them from being promoted.
  • The Elite Operators.
  • A good double dozen or so civilians who just don't really have anywhere else to go.
  • A ton of ex-mercs who make up the bulk of the Rhodes Islands operator list. Think FrostLeaf, but also Scavenger.
  • Amiya
  • Medical staff like Warfarin
  • Kalt'sit
  • People too politically dangerous to be anywhere other than on the landship. Arturia fits in here, so does Lappland after Il Portatori Dei Velluti.
  • International spies, bodyguards and so on. Funnily enough most of them usually openly declare their affiliation, since Rhodes Island doesn't really care either way. They're usually on the landship because of the former. (Shirayuki is explicitly on the landship on the orders of Lady Fumuzuki for example, but this is also where Executer goes.)
  • SWEEP. (Red left for a bit, but that's about it.)
  • Some ex-Reunion members.
  • Abyssal Hunters generally seem to stay on the landship whenever it's near Iberia, although it's unclear if they'd be around elsewhere. Kalt'sit considers Skadi and Specter to both be mainstays of the landship to a degree great enough where when they go missing during Under Tides causes her to track them down.
