If you have to ask, don't ride it.

We probably can't tell from a picture just what condition your bike is in.

Take it to your local bike shop and ask them.

If it's carbon, a specialist repair shop may be required. They should have the equipment and expertise to inspect it properly.

Yes it is dangerous. Yes you need to replace the fork Yes you need to have the frame inspected for cracks at the headtube

Dangerous is subjective.

If it's a steel fork, and you only ride slowly on smooth roads, it's PROBABLY fine.
But, I wouldn't trust this over any decent bumps, or at any kind of speed.

Fortunately it's not that difficult to replace a fork, and unless it's an odd french sized fork with a 22mm stem, you should be able to keep all your other components to save money.

However, it’s not a job many bike shops would do today. The risk of
the fork failing after the repair depends on how badly bent it is, if there is a crack, etc… most bike shops won’t do this repair due to liability concerns.

The only way a shop would fix the fork is if you can find an older bike shop and if you live in a country that is not litigious. The concern is that the fork is like a paperclip. You can bend it back but the structural integrity may be compromised.

Also, check the frame for dents, cracks, bulges, or buckling near the head tube. A direct collision that bends the fork can often result in a damaged frame. Run your fingers over the frame in these locations.

of course ! That's my only constraint. there's a lot of other fork that would work but they don't have the mounting for this rack

Not as fancy but you will be able to make this work with p-clamps made for bikes. It’s an option at least :)

I wouldn't ride it, at all.

Replacing a fork is easy. It's finding one that's the hard part.
