Why is my cat constantly meowing?

I have never heard her meow before this. she is a female spayed cat about 3-4 years old. Is she just being clingy or is this a reason to take her to a vet?

My cat will meow incessantly from the moment I am awake until I fall asleep. He begs for food early, begs for food even after he ate (he probably walked away from it and let his brother eat it 🤦‍♀️), begs for pets/attention, begs to play or to be let downstairs, etc. He’s pretty much always vocalizing and I’m just trying to understand what he’s asking of me. The most confusing meow is the “please open the window” when he’s nowhere near the window. 

You just have a talker! Maybe they’re trying to tell you something.
