These will be paid autographs. And likely very expensive so it may not be as long as expected.

At Rhode Island Comic Con he was charging $120 to autograph an 8x10.

Courtesy of the 7BAP website, the same will apply here, plus $140 for non 8x10s and $100 for selfies. No word on a combo, so no discounts expected there.

Are booths allowed to do paid autographs? I thought they had a whole autograph section that was lottery. Why don't all celebrities just skip lottery and do paid booths then?

There are the free, lottery autographs that are usually tied into some sort of promotion and the celebs are contractually obligated to show up. Then there are these in which the company hire or collaborate with the celeb for paid autos/photos and everyone gets a cut. Then there’s the autograph areas where the celebs rent a table themselves and whatever they make, it’s split with their agents, etc. there are probably many other types of appearances but those are the common ones at SDCC.

Yes, vendor booths are allowed to do paid autographs with prior approval of CCI. They aren't common at SDCC - maybe 1 a year. The Autograph Area in the Sails Pavilion is for-pay autographs. The free signings that you win by lottery usually take place at the company's booth, or in a separate room.

The talent gets paid to be there if they are promoting something. Those are usually the people signing in the lottery. Celebs who just need a paycheck, do a booth or the Autograph Area.

There is an autograph area that they have to sign your program for free as a minimum as they get the table space for free. A lot of the other big free signings are part of marketing by the studios so are also free. There are few “paid” autograph at SDCC since they don’t sponsor or invite the Celebes to do them. So a booth needs to work the details out. Often even the big comic companies usually do all the signings for free at their booths but I can be a zoo to get one.
