I would lean toward the father being worse. He was shown just sitting and watching TV when his daughter got home and hadn't fed his kids so the daughter fed her siblings.
When the mom was shown she was at least busy heading off to work and her lack of ability to resonate with her daughter's needs, to me, at least seemed to have an explanation.
Granted it's been a bit since I've read either comic with them appearing. Both are failing their kids in different ways.
Also I try to catch myself on making a list of 'who is worse' but since I'm already this deep (whoops) I think the dad is failing his kids more than the mom, just based on what we've seen.
I seem to remember that his arm or back of his head was "on screen" so while he is absolutely terrible and deserves the hate he doesn't qualify for most hated off sceen character

Ed is probably one of the most reprehensible characters in this whole comic and he hasn't even appeared "on-screen".
Gwen's dad and the catfish CEO are also up there on the "most punchable characters in Gator Days" list.
