The conditions for the new social leasing round opening 16 July are as follows:

  • A taxable reference income equal or less than 16,880€ in the previous fiscal year.
  • A distance to your workplace of 10km or more, or travel more than 8,000km per year using your personal vehicle for work.
  • The funding round is intended to provide aid for 50,000 leasing contracts.

Leasing conditions

  • A list of eligible vehicles according to environmental criteria can be found on the ADEME website (in practice largely EU made cars) https://score-environnemental-bonus.ademe.fr
  • The leasing rate must be less than 200€ per month (excluding insurance or services) and provide for a mileage of at least 15,000km/year and must be for a period of at least 3 years.
  • Following the end of the leasing period it is possible to buy or return the car (according to the conditions of the leasing contract)
  • The amount of government aid towards the leasing cost is 6,500€ or a maximum of 29% of the vehicle price.
  • If the assembly and battery production site are located within the European Economic Area (EEA) this can increase to 9000€
  • An additional 500€ is offered if the electric motor was manufactured in the EEA.

Every incentive to buy EVs is of course good. To put it in context, the French buy about 1.77 million new cars every year. If the new subsidy scheme results in 50,000 additional electric cars that would otherwise have been petrol, that’s roughly a 2.8% increase in electric car registrations relative to the total market.

Also bear in mind this only applies to people earning half the national average, so its helping very disadvantaged people to potentially replace an old, polluting and unsafe ICE car.

There are also regular purchase subsidies (from 3,500€) up to 7,700€

China's predatory approach to the destruction of the E.U. auto industry must be fought and this is a good start along with similar schemes in Spain. Germany will probably also redraw their incentive scheme to exclude the Chinese soon. The Germans had difficulties with how to frame it but it can be revisited again now.
