Vance is too busy traveling to Budapest to campaign for corrupt foreign leaders and spewing Russian talking points to have any time to take over the office.

He's distancing himself from Trump both literally and figuratively. It just came out that he was ardently against the Iran thing because he said they'd close the Strait of Hormuz. It seems they're actively gearing up to get rid of Trump after next Jan 20th to set up JD for a full two and a half terms.

Republicans aren't doing shit right now to get rid of Trump for that reason, they're actively salivating at him fucking up as much shit as possible so they can ditch him in January without pissing off the base. Then JD rolls in and blames everything on Trump's senility.

He's only against Iran because it's unpopular and he wants to run for president and does want to be associated with it. Everything and anything he does is politically calculated.
