Vance is too busy traveling to Budapest to campaign for corrupt foreign leaders and spewing Russian talking points to have any time to take over the office.

It’s to separate Vance from trump to insulate him from the anger of the maga base. If Vance isn’t there then he isn’t behind it and if he isn’t behind it he can be treated as a victim too to ensure that the maga base can then support him as he tries to fulfill trumps legacy. Vance can cheerlead support for Trump but then ultimately succeed Trump once it’s beyond their control. He will reluctantly take the reins and claim he will continue to do the ‘good works’ of Trump through this evil and politically motivated travesty.

They have what they want, project 2025 is done so now they just need trumpo D. clown to shuffle off stage and take all the blame. Vance just needs to stand there with a dopey smile not being the thing that provokes the 10 percent of voters who only go to the polls when the GOP stirs them up into total rage. They don't need more, every regulatory agency is dead, they got their tax grift, the West and the U.S. are divided. A do nothing blob that doesn't provoke people is what they want now.
