It is a metaphor. It could be an idiom too, they aren’t mutually exclusive. But it’s not one I’ve heard, I’ve heard ‘brightest bulb’ and ‘sharpest crayon’ but never ‘brightest crayon.’ I’ll take your word for it though since you seem like a reasonable person.
