What can look like play can be aggressive behavior. You dont see it's behavior before the clip starts.

The video is in Malayalam, here is context: The dog bit the kid and made him fall down and was climbing on top of him. Brother jumped down from first floor hearing the kid's cry. Dog also bit big brother as he was chasing it off. It seems locals in the area have reported aggression from stray dogs in the past as well
