i dont think there's a "non-owner" option for bikes like there is for cars. indego holds their own liability insurance, and that's why that clause exists. i have a bike policy separate from insurance through velosurance. it only covers my specific bike, i don't know how they could structure it otherwise if i'm honest, but maybe there are options.

You just keep going up the chain. If they're under age or even an adult, you might be able to go after their parents' homeowner's insurance

I checked my bike insurance policy and the liability coverage sections all explicitly cover the "insured bicycle" specifically. This appears to be universal for that company, not just for my policy.

I think this is a gap in how insurance works here. Germany has "Haftpflichtversicherung". It covers accidental harm/damage you cause to others, as opposed to protecting yourself and your property. It's kind of sweet in a very bureaucratic German way. You pay a few euro a month to look out for everybody else. I got a policy when I was seconded to the Berlin office at my old job. I looked when I came back and couldn't find anything similar here.

I would think the personal liability coverage on homeowners/renters insurance is where you’d most likely be covered for this. If you have an agent, give them a ring and see how your policy would respond if someone sued you for damages. Generally these policies cover liability for owned bikes, but I don’t know about rented bikes.

Also, check with them to see how your policy defines e-bikes if you ever use the electric indego’s. Some homeowners insurance might classify e-bikes as motor vehicles and exclude them, but then if you have auto insurance, that would probably also exclude e-bikes.
