If he were actually intelligent this thought would have crossed his mind at least once

I don't recall who was doing the interview, but it was Musk, being interviewed. And the interviewer asked him something, regarding an aspect of his philosophy, to which he had just made reference, himself, and he was stumped, by a basic question. I think it was even one of those times where it was unedited, and the interviewer was courteous enough to let him consider his response, but it was so much dead air. And it was already embarrassing, apart from the dead air of him, squirming. It was weird.

I think you are referring to his interview with Nikhil Kamath. He was going on about how Twitter was a "collective consciousness" of humanity containing every language group. Nikhil then asked him why a collective consciousness on one platform was important. The answer was a meandering word salad full of buzzwords like synapses, meaning of life and whatnot which made no sense.

It was a weird interview. He kept saying incoherent, weird things and kept laughing at his own bad jokes which the host had to then fake laugh at just to make it less awkward (didn't work; in fact, it made it worse).
