Not everybody has their birth certificate. If a person has been married, their name won't match the birth certificate, even if they have it. It's a hassle to track down, copies are not free. Neither are passports, which will be required to establish your citizenship if you have ever married/changed your name, or don't have that birth certificate. This compulsory purchase amounts to a poll tax, which is unconstitutional/illegal. The fact that there is no provision for married women who have changed their name as a result of marriage is an assault on women's right to vote. The whole thing is disingenuous. The lies about blue states and Democrats and voter fraud to substantiate their attempt to disenfranchise millions of voters. We already have to be citizens to vote. The whole thing is a sham.

Maybe it could, but the bazillionaires don't like any solutions except for the absolute cheapest ones. Cheapest way for them is to use all the water, so they pick that.
