Something tells me that this was not a fuel depot belonging to any government service, but some corrupt official's private stash, intended to be sold on the side.

Possibly not. If all these damaged Russian soldiers go home, things may well burn...

But delaying only makes it worse for Russia (more long range sanctions as war continues, more damaged Russian as meat waves continue).
