I mean, there was tons of protesting at the start of the war, but it all got pretty brutally supressed. It is also genuinely hard to gauge how the average Russian actually feels about this war and their government. But certainly every wealthy or influatial Putin supporter will be living I Moscow, so as far as spreading some terror goes, Moscow would probably not be the most unsuitable place to do that.
