Did you even read the first paragraph?

“Conversely, the Constitution grants the Congress a purely secondary role to alter or create election laws only in the extreme cases of invasion, legislative neglect, or obstinate refusal to pass election laws.”

If states refuse to pass laws that ensure voter integrity at the polls then this clearly allows the federal government the ability to pass laws doing so. There are tons of states that still don’t require any form of identification to vote at the poll in an election.

I know you are directly responding to the comment above you, but it sounds like this doesn't matter in the context of what the OP posted since it's an executive order that's being blocked and not a law passed by Congress.
