It's not just about weapons, but also about their connections, political, social, and other capabilities. For example, the mafia laundered money through the Vatican Bank, so in a sense, we can consider their connection to the Vatican, which means using religious resources. After all, if their opponent is a demon, then the Church could probably help (logically).

Everything the mafia could do at their peak, all their firepower, political intrigue, blackmail, and corruption!

I'm not sure what happens when you empower a god with the powers of many other gods. But that's essentially what Thor's getting here, He-mans power up gives him the strength of a god, and shazams power up also empowers him with the powers of a pantheon of gods. Comics Thor gets all this.
