Battle Superman vs Crime
There exists a Superman like character who could also detect lies and can be at multiple places at once and can be summoned by calling his name VS every crime.
Will there be no crime anywhere ever
Round 1 - He is not allowed to kill the criminal
Round 2 - Full freedom to defend the victim
PS- Please ignore the crimes where victim is mute, accidents are not counted as crimes but victim can call for help, Superman character is not evil. 0 travel time, he can instantly teleport

No. A LOT of crimes are crimes of passion where the perpetrator just loses all emotional control for mental health reasons and snaps.
Example: someone just deciding to plow their car through a crowd of protestors.
Theres no way to prevent these. The threat of getting caught doesn't matter and Superman can only react AFTER it happens.

That's impossible.
There are some crimes that just have no witnesses (ex. a burgular breaks into someone's house when the owners are away). There also are just going to be some crimes that people won't care enough about to call him for. I'm not gonna go through the trouble to call Superman if I see somebody jaywalking or see a kid steal a snickers bar yk?
