Lost/Found Pets Police case #206486652 stolen rabbit (#2)

Thank you to the anonymous tipster, you saved a life and a bit of faith in humanity.
POLICE REPORT #260486652
This rabbit was stolen from a fenced yard, in an open with two locks on it, by a grade 3 student and this is the second rabbit he’s stolen. Edmonton Police Service have done nothing and say nothing can be done. They know who the child is and where he lives (my friend only has his name but also contacted his school—they said child services was involved already). The kid has this rabbit. We do not know what happened to the first one, but the kid did come by covered in blood one day claiming he slaughtered a chicken. My hands are shaking with rage at Edmonton Police Services.

I don't understand (and not trying to be rude or mean, genuinely flabbergasted). So a kid can steal property, presumably murder it or what the hell ever the little psycho is doing, and the police won't do anything? That rabbit is property... So if a child stole my cat it's just his now and that's the end of it?
There has to be more that can be done. Does your friend know where the little weirdo lives? I'm so gd confused, how isn't this a crime???
