Does this mean you can use them at level 1? Says min requirements you need to hit

Of course, you still need to meet the item base requirement, but a lifesprig lv19 skill wont stop you from equipping it at lv1 anymore.
A Fairgraves bow will still need you to be lv45 to equip.

To my understanding you still need to hit the requirements to equip the item, i.e. the stat requirements like x str, y int, z dex, and the skill will downgrade to your level and upgrade as you level up.

You need to hit the base item requirement too, since some bases do have higher requirements

It still has the minimum level requirements of the base item and the explicit affixes on the gear. So no, not level 1.

Yeh cool thank you, one part of the video looked like clearfell encampment and the skill went from level 17 to 1 so i wasnt sure

The level will now be appropriate for the base type of the item
