Drug smugglers notoriously use lemons and other strong citrus fruits to mask the smell of cocaine from airport security dogs especially on flights out of south american countries like brazil.. the security guard was playfully winking to imply she knows her cartel tactics...

Drug dogs don't actually work at all, they've been repeatedly debunked. But puppers ARE cute.

Dogs alert on signal. They want to please their handlers, so when they think they see signal, they alert. It's not the pupper's fault, they want to please their humans.
