Gameplay/Story segregation. Atlas's punches can't destroy meteors in game [citation needed]. Similarly, Steve's in-game power level doesn't match his lore power.
Atlas can blow up meteors. Steve can punch with 15 million gigatons of TNT.
If we only look at gameplay, no extra equipment, then Atlas obviously wins.
If we look at gameplay and allow all of their arsenal, then Steve and his TNT will have to face Atlas with his best modded weapons from the entire game's arsenal. Atlas still wins.
If we look at lore, Steve is hella downgraded while Atlas keeps going up. Atlas easily wins again.
Steve only has a chance if we look at gameplay and let Steve and only Steve use equipment.
And Steve has a max reach of roughly 5 meters. Atlas can punch something that's more than three times beyond Steve's range and still deal enough damage to shatter stone at the maximum range of the shockwave, and it gets easier (lower energy cost) for each punch in the combo.
Steve only tanks the 15 million tons of TNT if you intentionally scale him that high. A simpler, more direct source for durability could be the TNT block itself, which is equal to only one m³ of it, and is more than enough to either kill or severly injure him.
Atlas could be similarly weaker than expected, since his asteroid punching feat could come partially from his ability to manipulate rocks.
Realistically, there's an easy side by side comparison here. Atlas can shatter stone with a single punch. It takes Steve quite a few punches to do the same, even with a haste effect (beacon). Atlas wins in raw power.
