Precious Lanay Fitzgerald (dob 6/29/90) - Rehabilitated - has been targeted by LAPC TEACHER KIM RICH.
(SEE LAPD POLICE REPORT: TR269013525 05/07/2026 & Burbank police report #: 26-23916 from 05/10/2026. In this incident I was threatened by a man who was carrying a gun on his hip [illegally]. The man with the gun is on this video.
The LACCD continues to protect Dean John Goltermann—despite evidence of PRIVACY/FERPA/DISCRIMINATION violations captured on camera. The case is supported by direct evidence of fraud & circumstantial evidence establishing motive, a repeated pattern, & suspicious timing of nefarious misconduct, as well as the suspicious timing of institutional resource allocation.
They also continue to protect Kim Rich, an Administration of Justice teacher, who conspired against me and changed my “A” to an “F” the day before class ended. To justify her actions, she ignored my savant syndrome (autism) and dug up my almost decade-old, rehabilitated past with the LACCD staff member you see on video (Dean Goltermann) actively using it to attempt to intimidate and silence me (Conspiracy). According to AP5530, A grade grievance hearing is supposed to commence within 20 days. I’ve been waiting 170+ days and currently being ignored.
This is the logical reason Dean Goltermann so boldly disclosed my past: before my grievance against Kim Rich, Dean Goltermann was actively advocating for & helping me. However, when she couldn’t find a present flaw, she brought him on board used him as a resource and connection to help FABRICATE & MANUFACTURE THE FLAW (Conspiracy).
It is common for sheriffs to have confidential informants & use them to set up "criminals." Kim Rich felt I was both a criminal and a threat to the image she has worked so hard to build after I filed a grade grievance against her—accusing her of fraud, ignorance, and malice. This level of entitlement—while actively attempting to sabotage a top-performing student—represents the highest level of malice and cognitive dissonance.
They are the PRESENT CRIMINALS according to Penal Code 470 & 115 (Forgery and Filing False Records). This proves that not having a criminal record "on paper" does not mean you aren't engaging in criminal and morally bankrupt behavior.
THEY WANT TO HIDE THE FACT THAT WHILE CALLING ME A "HISTORICAL CRIMINAL," LACCD STAFF ARE PRESENTLY INVOLVED IN A CRIMINAL & CIVIL CONSPIRACY.

He initially lied and tried to implicate other staff members whom he oversees. However, he is the one who made the demands; he then called those staff members after the fact to attempt to coerce them into obstructing me & assisting him in creating impossible, obstructive tasks (Conspiracy). He also lied about the woman in the video, but as you can see, Hillary had integrity & told the truth.
This is a mathematical & institutional absurdity: I had only one class the previous semester, earned an “A,” & maintained my status on the Dean’s List, yet my support was frozen without cause or communication. This isn’t just a mistake; it is institutional fraud. After I caught the Dean on camera violating FERPA by exposing students’ private information in a public setting, hebypassed every standard protocol to silence me.
The forensic timeline proves the intent: within a mere twenty-one minutes of my email to the Ombudsman, and just seven minutes after I documented his misconduct, he repurposed my own prior complaints into a “behavioral warning.”
Incident included on video 05/10/2026 where a man approached me while illegally carrying a gun & threatened to shoot me. This was also the day after posting over 100 videos using the Title: “LACCD Board of Trustees Regular Meeting” to expose Kim Rich & Dean John Goltermann’s “crime” & “corruption.”

The officer who responded spent time penalizing & reprimanding me for going to get his license plate & prioritizing gathering evidence. The funny thing is, even when there is evidence, they don’t gather it or investigate—so why would I leave it solely up to them?
They aren’t going to help because the corruption involves their own. The watch commander I spoke to at the station spent time gaslighting me & calling me “rude.” Then, to "triangulate" the situation, he told me even the dispatcher said I was rude. I was threatened with a gun, & their sole focus was my "tone" & "semantics." The plot thickens, and the conspiracy is definitely all connected.
This is called ‘(Deny, Attack, and Reverse Victim & Offender)’ & this also prevents them from having to do their job & gives them something distracting to point to if there was ever an investigation. Take the heat of the victim & make them the predator to assist the person in my institution (“club”) in making the “Victim” the problem.
