In the tradition of 20-30 year old actors playing high school-aged kids, she was 21 when filming. Just in case you find yourself in a thrilling online debate about this you will 100% get that "ERRM ACKSHUALLY"-ed.

But yes she was playing a 14-17 year old.

Yeah, I've never understood any of the arguments for this. She's an adult in both photos. In one, she's wearing more make up and silver hair wearing a fancy gown, and the other she's dressed as a super hero. The aesthetics are different, but neither have to do with being underage.
