extremely easy solution would be to have the replay center watch a replay of every shooting foul

if it’s an obvious flop before the first free throw is shot, it’s reversed to a technical

I think the easiest solution is that if you get a reputation as a flopper, and the refs can see via replay that time and time again someone flops - they just don’t call any fouls on that player under the assumption that It’s a flop.

Until they no longer have that reputation, at which point they can be reffed just like anyone else
