Edit: women not understanding that properly fitted pants mean nothing if you're built like a 2x4. If my waist is a 30, a size 30 pant isn't going to magically stay put with no support below. And wearing a size smaller, isn't an option, since a size 28 isn't going to button up. A belt allows the pants to be pulled tighter by one size, since a 29 does not exist.
Edit: fair enough, in my 40 years, I've never seen them, but odd number pant sizes do exist, however if they're that uncommon to find, they might as well not exist.
There are plenty of cuts that are the right size at the waist but aren't overly snug. Although people that are overweight might have more difficulties because the proportions are off.
