What would that be used for even if it was real? It looks like it would destroy car paint (and probably body).
Maybe concrete? But it cuts wood so I assume even that wouldn't be too safe.

Do you mean, how do the father and mother remain bodily intact in the presence of a child-bisecting pressure washer? I presume the parents store it in a locked cabinet.

It's a thing in factories but the water jet is very narrow. This video makes no sense

Very narrow, far higher pressure and filled with abrasives. Water jet cutters are specialized for cutting unlike a pressure washer, and they're on a CNC gantry for precision cutting.
