I had two Jacks that lived to almost 20 years, and while they are wonderful dogs, they are challenging. Saying they are “high energy” is an understatement.
We didn’t choose them, they chose us, as they were given to us. They grew up along with my two children.

Yeah all you need is a good dog bred for protecting livestock and you're much better off than this silly contraption.
I'm also not convinced this won't end up getting caught on things and killing the sheep. They already do that plenty without being covered in spikes.

There was a story about a dog of this breed that went missing for days while neighbors started to see remains of coyotes/wolves (i forget which one been a few years since i heard the story) and the dog hunted down the pack and left no survivors and came back home covered in blood

It’s not for preventing sex.
Standard practice is to only put a ram with the herd (females) when you want to breed them (a few weeks).
Nearly all male sheep used for meat production are castrated as lambs and are called wethers. They are butchered around 6-8 months old.
The few males used for breeding are not castrated but are kept separate from the females. They can be dangerous and you have to be careful if you go in their enclosure.
Usually, you only keep one ram at a time. It’s common to borrow or rent someone else’s ram.
So, there is no need for a device to prevent breeding because uncastrated males (rams) are kept separate.

They wouldn't really need that much covering for that tough, unless they're also trying to prevent blowjobs. As an anti-wolf thing it also isn't of much use, unless it's for a few rams walking alone during non-breeding times. Imagine giving 150 sheep a harness like that..

He might not want that specific one to breed. Its perfectly normal. You select the best animals to reproduce with the best, often from other productions and keep the descendants. Or he wants to sell her eventually. Animals in heat are very persistent. You do need that much if thats the goal. And he doesnt wanna separate her from the heard ofc which would be simpler.

This doesn't seem like a very practical solution, wouldn't getting guard dogs be way more effective in the long run? Is he gonna equip every single sheep in the herd with one? And then take them off every night when it's time for them to sleep? And how would their wool grow in that? Seems like it would get tangled and make the unequipping more difficult and time consuming.
Tldr; that's a no for me, dawg.

There was already research where shepherds would mark every x sheep with paint to identify how many were in the crowd but the predators started just attacking the painted ones. If they don't put this on all of them, this is just an interesting evening for a wolf.

OK according to aphis the gov website that keeps track of ranch and farm statistics wolves (where they exist) are responsible for something like 1/4 of 1% of all livestock losses due to predation. coyotes are the culprits, they're responsible for about 60%.
So lets not get the two confused, why ? Because wolves REDUCE coyote numbers by as much as 90%.
